Cultural Decline In California?

A factor in the decline of San Francisco is that in 1950 the United States Navy sprayed two kinds of bacteria into the fog above the uninformed population there, in "simulated" biological war games, which may very well have changed San Franciscans genetically, sexually, mentally, physically. Do you think the change was for the better?**
On the other hand, if most people use drugs, their culture will decline due to their apathy, neglect, and chemically induced stupidity. Sometimes it isn't someone else's fault.
