Is Putin A Killer?

I have always wondered why Vladimir Vladimirovich Putin, President of Russia, has never publicly stated that he is not a killer, particularly not a poisoner, when the entire world has speculated and whispered for so long over the cooling bodies of his political opponents. Of course, it would have been awkward for President Putin to say something similar to the truly innocent Republican Candidate Christine O'Donnell who declared in 2010, "I'm not a witch. I'm nothing you've heard. I'm you." Former KGB operative Putin seemed to be okay with global innuendoes for a long time but now suddenly he is offended by US President Biden's foolish, dementia-driven gaff-e that "Putin is a killer." It must suit President Putin's purpose to object at this late date: creating a distraction, deflecting blame?

Define killer to determine if Putin is one.
